The introduction does contain some general information on organizing principles, but the book is mostly comprised of one or two page topic specific "How To..." in bullet style with tips on how to accomplish everything from the mundane to the unlikely. Projects that could seem overwhelming are broken down into steps and sometimes unique suggestions are given. Useful if your goal is one of the tasks listed, which is quite possible with 500+ to choose from, but it's likely a large percentage of the book won't apply to your situation. For a broader perspective on reducing clutter and then effectively organizing the rest see his book "It's All Too Much".
